A a Senate inquiry into the government's response to Hurricane Katrina stated in part: " Abolish the Federal Emergency Management Agency and create a National Preparedness and Response Authority to oversee domestic disaster preparedness training and coordinate government disaster response."
This is equivalent to shuffling the deck chairs on the Titanic. The problem isn't FEMA per se, the problem is the concept of centralized response.
