Those are some pretty good points, but the schools, if they want to, can still have those parties and gatherings. My point, is that there are two holidays (Lincolns Birthday & Washington's Birthday) in February, the shortest month of the year, that nobody seems to really celebrate or get in to like Halloween. I was thinking that we could eliminate one of those days, as a leagal holiday, and replace it with Halloween as a leagal holiday. I also don't see people gathering together to celebrate Columbus Day. Maybe instead of having a seperate day for that, we can officialy recognize the leagal holiday of Columbus Day on October 31st. Although, more and more schools are disregarding Columbus Day any more. Most government services like the post office, court houses and the like are closed, and some business close, but the school where I work is opened on Columbus Day.
To me, it just seems a bit of a waste to have two days off in February, when it's snowy, there's very little to do other then catch up on my hous cleaning, and it could be snowing to boot. I would rather have a day off on Hallowen, or some other time of the year when the weather is a little nicer. That's my way of looking at it.

Re: Halloween an official holiday
When I was younger we always had a Halloween room party with a costume parade. Now . . . the schools are lucky if they even have a Fall party. So many people get so uptight about Halloween, especially these religious fanatics that think it's evil and wrong because of the supposed association with the Devil. Ridiculous. Kids like dressing up in costumes and getting candy, who really cares if Halloween was once a Druidic holiday, mostly in American it is now a secular holiday.

Re: Halloween an official holiday
In all actuality, All Hallows Eve as it was known way back, is part of a devoutly religious Christian observance, because it's the night before All Saints Day, which is when we celebrate all those who have gone to heaven. Everyone in heaven is considered to be a "saint" in my faith. Then following All Saints Day is All Souls Day, which is when we pray for those who are not yet in heaven, but who await their salvation in Purgatory. Every All Souls Day (Nov 2nd) we have a special prayer service at my Church, and all the names of those who have died between All Souls Day of this year and last year are read alowed.
As for Halloween being a leagal holiday, I still think that because of the way it's celebrated, it would make more sense then to have two days in February that are useful for little more then sitting around the house watching tv.
